1. ELIGIBILITY
A. ANY VISA MEMBER IN GOOD STANDING AND ANY GUEST OF A VISA MEMBER IS INVITED TO COMPETE IN THE APPROPRIATE DIVISION: CRUISING DIVISION CRUISING YACHTS, SELF RIGHTING, SINGLE HULLED, DISPLACEMENT CRAFT, FIT FOR SEA AND HAVING AN ENCLOSED CABIN.
CENTERBOARD DIVISION CENTERBOARD, FIXED KEEL AND MULTI-HULL RACING OR DAY SAILING YACHTS.
B. GUEST PARTICIPATION IN SERIES RACES AND REGATTAS IS ENCOURAGED. GUEST PARTICIPATION WILL BE SCORED AND RECORDED, AND GUESTS ARE ELIGIBLE FOR SERIES TROPHIES AND PRIZES EXCEPT WHERE SPECIFIED.
2. SAILING RULES
A. THE INTERNATIONAL YACHT RACING RULES AS ADOPTED BY THE UNITED STATES SAILING ASSOCIATION (USSA) AND APPLICABLE ONE DESIGN CLASS RULES SHALL GOVERN EXCEPT AS MODIFIED BY THESE SAILING INSTRUCTIONS, OR BY POSTED ANNOUNCEMENTS ON THE RACE COMMITTEE BULLETIN BOARD.
3. REGISTRATION/SKIPPERS MEETING
A. ALL SKIPPERS INTENDING TO RACE SHOULD REGISTER ON THE CLUBHOUSE DECK. EACH SKIPPER IS RESPONSIBLE FOR OBSERVING INSTRUCTIONS GIVEN AT A SKIPPERS MEETING OR POSTED ON THE RACE COMMITTEE BULLETIN BOARD.
B. THE CRUISING DIVISION WILL HOLD SKIPPERS MEETINGS UNLESS NOTICE IS POSTED ON THE DECK AT THE SCHEDULED TIMES AND DATES.
C. A CENTERBOARD SKIPPER MAY REGISTER WITH THE RACE COMMITTEE ON THE WATER, BUT THE SKIPPER SHALL BE RESPONSIBLE FOR OBTAINING FROM OTHER SOURCES ANY INFORMATION COMMUNICATED DURING THE SKIPPER'S MEETING.
4. RACE MANAGEMENT
A. IF A SKIPPERS MEETING IS HELD, EACH ASSIGNED RACE COMMITTEE IS RESPONSIBLE FOR CONDUCTING THE RACES AS SCHEDULED IN ACCORDANCE WITH USSA RULES, THESE SAILING INSTRUCTIONS AND NOTICES POSTED ON THE RACE COMMITTEE BULLETIN BOARD.
B. IF A SKIPPER'S MEETING IS HELD, THE STARTING SIGNAL FOR THE FIRST RACE SHALL NOT BE GIVEN EARLIER THAN THE FOLLOWING TIME AFTER THE END OF THE SKIPPER'S MEETING UNLESS CHANGED BY THE UNANIMOUS AGREEMENT OF ALL SKIPPERS PRESENT AND REGISTERED: CRUISING DIVISION - 60 MINUTES CENTERBOARD DIVISION - 30 MINUTES.
C. THE TIME LIMIT FOR CENTERBOARD RACES IS TWO HOURS. IF ANY BOAT OF ANY CLASS COMPLETES THE COURSE WITHIN THE TIME LIMIT, THE RACE IS VALID FOR ALL BOATS. OTHERWISE THE RACE WILL BE ABANDONED.
D, CRUISING DIVISION RACES SHALL HAVE NO TIME LIMIT. A CRUISING RACE WILL NOT BE ABANDONED AFTER THE START UNTIL THE LAST BOAT ACTIVELY ATTEMPTING TO CROSS THE FINISH LINE HAS COMPLETED THE RESPECTIVE COURSE. A RACE MAY BE ABANDONED AFTER THE START OR COURSE SHORTENING IF UNANIMOUS AGREEMENT IS REACHED BETWEEN THE REMAINING COMPETITORS ON THE COURSE AND THE RACE COMMITTEE AND AS PROVIDED FOR IN PART II RULE 5.4.C EXCLUDING (II) OF USSA RACING RULES.
E. RACES SHALL NOT BE STARTED UNLESS THERE IS SUFFICIENT WIND THAT THE BOATS HAVE STEERAGE WAY AT ALL TIMES AFTER THE PREPARATORY SIGNAL.
F. CRUISING DIVISION RACES SHALL NOT BE STARTED IN WIND SPEEDS GREATER THAN 25 KNOTS. CENTERBOARD DIVISION RACES SHALL NOT BE STARTED NOR SHALL BE CONTINUED IF WIND GUSTS EXCEED 25 KNOTS.
5. COURSES
A. CRUISING DIVISION RACES - THE COURSE TO BE SAILED WILL BE ANNOUNCED AT THE TIME OF THE SCHEDULED SKIPPERS MEETING OR POSTED ON THE COMMITTEE BOAT. MARKS WILL INCLUDE CLUB MARKS, ESTABLISHED LAND MARKS AND NAVIGATIONAL MARKS.
B. CENTERBOARD DIVISION RACES - THE MARKS OF THE COURSE TO BE SAILED WILL BE DISPLAYED ON THE RACE COMMITTEE BOAT BY LETTERS POSTED IN THE SEQUENCE OF ROUNDING. THE COLOR OF THE LETTER INDICATES THAT THE MARK SHALL BE LEFT ON THE PORT SIDE IF RED OR THE STARBOARD SIDE IF GREEN. A NUMBER FOLLOWING THE LETTER SEQUENCE INDICATES THE NUMBER OF TIMES THE COURSE IS TO BE ROUNDED BEFORE THE FINISH. THE LETTER "O" DISPLAYED FOLLOWING THE MARK LETTER SEQUENCE INDICATES THAT THE COURSE IS TO BE A MODIFIED OLYMPIC COURSE, I.E. LEGS TO WINDWARD, TO THE JIBE MARK, TO THE LEEWARD MARK, TO WINDWARD, TO LEEWARD, AND THENCE TO WINDWARD TO THE FINISHING LINE AT THE COMMITTEE BOAT.
C. MARKS - LOCATION AND LETTER IDENTIFICATION OF CLUB MARKS WILL BE POSTED ON THE CLUBHOUSE DECK AND ARE INTENDED TO BE PERMANENT FOR THE SEASON. BECAUSE MARKS ARE SET BEFORE EACH RACE, THESE POSITIONS ARE APPROXIMATE.
D. SHORTENED COURSES THE RACE COMMITTEE, AFTER THE STARTING SIGNAL, MAY SHORTEN THE COURSE BY FINISHING THE RACE AT ANY MARK OF THE COURSE. COURSE SHALL BE SHORTENED IN ACCORDANCE WITH USSA RULES. CRUISING DIVISION MAY ALSO SHORTEN COURSES BY ESTABLISHING THE FINISH LINE IN ANY LEG OF THE COURSE.
E. STARTING LINE - THE STARTING LINE WILL LIE BETWEEN THE MAST OF A BOAT DISPLAYING A RACE COMMITTEE FLAG AND A NEARBY BUOY. EITHER RACE COMMITTEE BOAT OR RESCUE BOAT MAY SERVE AS PART OF THE FINISH LINE. WATCH FOR THE BLUE FLAG OR SHAPE. CRUISING DIVISION RACES MAY BE FINISHED USING RABBIT ISLAND AND THE FLAGPOLE ON THE T-DOCK AS THE FINISHING LINE. UNLESS OTHERWISE SPECIFIED, THE FINISH LINE WILL BE SIGHTED USING R-11.
F. FINISHING LINE - THE FINISHING LINE SHALL LIE BETWEEN A BOAT DISPLAYING A RACE COMMITTEE FLAG AND A BLUE SHAPE OR FLAG AND A NEARBY MARK OR BUOY. ALTER-NATIVELY, CRUISING DIVISION RACES MAY BE FINISHED BETWEEN RABBIT ISLAND AND THE FLAGPOLE ON THE T-DOCK, SIGHTING THRU THE FLAGPOLE AND LAKE MARK R-11.
6. SIGNALS
A. COURTESY GUN - FOR CENTERBOARD RACES, A GUN WILL BE FIRED APPROXIMATELY 30 MINUTES BEFORE THE START OF THE FIRST RACE. IF CONDITIONS ARE NOT SUITABLE FOR RACING AT THIS TIME, TWO GUNS WILL BE FIRED TO INDICATE POSTPONEMENT. IF CONDITIONS IMPROVE, ONE GUN WILL BE FIRED TO INDICATE THAT THE RACE WILL BE STARTED IN APPROXIMATELY 30 MINUTES. A COURTESY GUN WILL NOT BE USED FOR CRUISING DIVISION RACES UNLESS SO STATED AT THE SKIPPERS MEETING.
B. STARTING SIGNALS
WARNING 10 MINUTES TO START YELLOW SIGNAL & GUN
PREPARATORY 5 MINUTES TO START BLUE SIGNAL & GUN
START FIRST CLASS RED SIGNAL & GUN
SUCCEEDING CLASSES, IF ANY, WILL START AT 5 MINUTE INTERVALS WITH RED SIGNAL AND GUN. COLORED SIGNALS WILL BE LOWERED ONE MINUTE BEFORE THE FOLLOWING SIGNAL IS TO BE RAISED.
AUDIBLE SIGNALS MAY BE GIVEN BY HORN OR GUN. THE PURPOSE OF THE AUDIBLE SIGNAL IS TO DRAW ATTENTION TO THE VISUAL SIGNAL, WHICH GOVERNS.
C. POSTPONEMENT - A POSTPONEMENT IS SIGNALED BY THE POSTPONEMENT FLAG (ANSWERING PENNANT) AND TWO AUDIBLE SIGNALS. THE WARNING SIGNAL WILL BE GIVEN ONE MINUTE AFTER THIS FLAG IS LOWERED.
D. PREMATURE STARTERS - THE RACE COMMITTEE WILL ATTEMPT TO NOTIFY PREMATURE STARTERS. IT IS THE RESPONSIBILITY OF EACH SKIPPER TO MAKE A PROPER START.
E. GENERAL RECALL - A GENERAL RECALL IS SIGNALED BY THE RECALL FLAG (FIRST REPEATER) AND TWO AUDIBLE SIGNALS. THE NEW PREPARATORY SIGNAL WILL BE GIVEN 5 MINUTES AFTER THE PREVIOUS START. THE RECALL FLAG WILL BE LOWERED ONE MINUTE BEFORE THE START. ANY BOAT OVER THE LINE IN THE ONE MINUTE PERIOD BEFORE THE NEW START MUST ROUND ONE END OF THE LINE BEFORE STARTING.
F. SHORTEN COURSE - A SHORTENED COURSE IS SIGNALED BY CODE FLAG "S" AND TWO GUNS. IF THE CRUISING DIVISION RACES ARE SHORTENED, THE RACE COMMITTEE SHALL ADVISE EACH BOAT BY VOICE CONTACT.
G. ABANDONMENT - AN ABANDONED RACE WILL BE SIGNALED BY CODE FLAG "N" AND THREE GUNS.
H. SAFETY - THE RACE COMMITTEE MAY REQUIRE THAT ALL COMPETITORS WEAR LIFE JACKETS BY RAISING A LIFE JACKET AS A SIGNAL. FAILURE TO RESPOND MAY RESULT IN DISQUALIFICATION.
7. POSTPONED OR ABANDONED RACES
A. CRUISING DIVISION - IF THE RACE COMMITTEE DETERMINES THAT IT IS IMPRACTICAL TO RE-SCHEDULE A POSTPONED OR ABANDONED RACE FOR THE SAME DAY, THE RACE MAY BE RESCHEDULED TO THE DESIGNATED MAKE-UP DATE. THIS DATE WILL BE USED TO MAKE-UP ONE OR MORE RACES, IF REQUIRED. IF FEWER THAN TWO BOATS HAVE REGISTERED BEFORE THE PREPARATORY SIGNAL FOR A RACE, THAT RACE SHALL BE ABANDONED; A BOAT WHICH INTENDED TO RACE IN SUCH ABANDONED RACE MAY, NEVERTHELESS, RACE WITH THE REMAINING CLASS AND WILL BE SCORED FOR OVERALL CRUISING DIVISION STANDINGS WHICH DETERMINE ELIGIBILITY FOR THE CRUISING DIVISION CHAMPIONSHIP.
B. CENTERBOARD DIVISION - IF THE RACE COMMITTEE DETERMINES THAT IT IS IMPRACTICAL TO RE-SCHEDULE A POSTPONED OR ABANDONED RACE FOR THE SAME DAY, THE RACE MAY BE RESCHEDULED TO THE DESIGNATED MAKE-UP DATE, EXCEPT THAT A RACE POSTPONED OR ABANDONED ON THE FIRST DAY OF A TWO-DAY RACE WEEKEND MAY BE RE-SCHEDULED FOR THE FOLLOWING DAY. IF FEWER THAN TWO BOATS HAVE REGISTERED TO RACE BY THE TIME OF BEGINNING OF THE SKIPPER'S MEETING, THE RACES SCHEDULED FOR THAT DAY SHALL BE ABANDONED. THE RACE MAY BE RESCHEDULED TO THE DESIGNATED MAKE-UP DAY.
8. PROTESTS
A. PROTESTS WILL BE HANDLED IN ACCORDANCE WITH THE YACHT RACING RULES, PART 5.
B. ALL PROTESTS MUST BE WRITTEN ON AVAILABLE PROTEST FORMS CITING RULES INFRINGED AND DELIVERED TO THE RACE COMMITTEE WITHIN ONE HOUR AFTER THE COMMITTEE BOAT DOCKS.
C. THE RACE COMMITTEE IS RESPONSIBLE FOR FORMING A PROTEST COMMITTEE TO HEAR AND ADJUDICATE THE PROTEST AS SOON AS POSSIBLE AND NO LATER THAN THE DAY OF THE INCIDENT. THE PROTEST COMMITTEE SHOULD CONSIST OF THREE MEMBERS UNAFFECTED BY THE RESOLUTION OF THE PROTEST. IN THE EVENT THAT CRUISING DIVISION RACES FINISH AFTER 2100 HOURS, THE PROTEST SHALL BE ADJUDICATED BEFORE 1200 HOURS ON THE FOLLOWING DAY.
D. DECISION OF THE PROTEST COMMITTEE WILL BE MADE IN WRITTEN FORM INCLUDING THE BASIS FOR DECISION. EACH DECISION WILL BE DELIVERED TO THE FLEET CAPTAIN.
9. HANDICAPPING
A. CRUISING DIVISION BEFORE STARTING A RACE, EACH CRUISING SKIPPER SHALL ELECT TO COMPETE IN EITHER CLASS "A" OR CLASS "B" BY PROPERLY NOTIFYING THE RACE COMMITTEE; FOR MORE THAN ONE RACE ON A GIVEN DAY, THE SELECTION FOR THE FIRST RACE SHALL APPLY FOR ALL SUBSEQUENT RACES ON THAT DAY, UNLESS THE SKIPPER PROPERLY NOTIFIES THE RACE COMMITTEE BEFORE EACH SUBSEQUENT RACE. A SPINNAKER MAY BE USED IN CLASS "A" BUT IS NOT REQUIRED. A SPINNAKER MAY NOT BE USED IN CLASS "B". BOTH CLASSES WILL START TOGETHER, UNLESS AGREED OTHERWISE BY THE PARTICIPANTS AT THE SKIPPERS' MEETING.
(I) HANDICAPS SHALL BE AS DETERMINED BY A LIST PUBLISHED BY THE FLEET CAPTAIN; THE LIST SHALL BE BASED UPON CRITERIA WHICH MAY BE REFERRED TO BY ANY SKIPPER. IN GENERAL, THE LIST SHALL BE THE SAME AS THE VISA LIST OF 1988 WITH CORRECTIONS, ADJUSTMENTS, AND ADDITIONS WHICH HAVE BEEN MADE AFTER 1988 AND WHICH CAN BE EXPLAINED BY THE FLEET CAPTAIN TO THE SATISFACTION OF A MAJORITY OF THE RACERS. WHEN A NEW BOAT FOR WHICH A HANDICAP IS NOT YET AVAILABLE IS RACED, A PROVISIONAL HANDICAP MAY BE ESTABLISHED, SUBJECT TO ADJUSTMENT AT THE END OF EACH SERIES UNTIL A PERMANENT HANDICAP IS ACCEPTED BY THE FLEET CAPTAIN. ESTABLISHMENT AND ADJUSTMENT OF A PROVISIONAL HANDICAP SHALL BE AT THE SOLE DISCRETION OF THE FLEET CAPTAIN, AFTER A CONSULTATION INSOFAR AS PRACTICAL WITH ALL SKIPPERS AFFECTED.
(II) A CRUISING SPINNAKER (GENAKER) MAY BE USED IN CLASS "A" ONLY, AND WILL CHANGE THE BOAT'S HANDICAP TO ITS NORMAL, NON-SPINNAKER HANDICAP PLUS 70% OF THE DIFFERENCE BETWEEN ITS NORMAL SPINNAKER AND N0N-SPINNAKER HANDICAPS.
B. CENTERBOARD DIVISION
(I) ONE DESIGN CLASSES - A ONE DESIGN CLASS IS DEFINED FOR SCORING PURPOSES AS A CLASS A) WITH AN AVERAGE NUMBER OF 3.0 OR MORE STARTERS IN A SERIES EXTENDING OVER MORE THAN ONE WEEKEND, OR B) 3 OR MORE BOATS STARTING ONE OR MORE RACES DURING A RACE WEEKEND. QUALIFYING ONE DESIGN CLASSES WILL BE SCORED ON A BOAT FOR BOAT BASIS WITH NO HANDICAP.
(II) UNIVERSAL FLEET - ALL BOATS IN THE CENTERBOARD DIVISION, WHETHER ONE-DESIGN OR NOT, WILL BE SCORED USING USSA PORTSMOUTH NUMBER HANDICAPS WITH WIND VELOCITY CORRECTIONS.
10. SCORING
A. FOR EACH SERIES, THE FIXED TOP HIGH POINT SCORING SYSTEM WILL BE USED. EACH SKIPPER WILL BE AWARDED POINTS FOR EACH RACE IN ACCORDANCE WITH TABLE 1, EXCEPT FOR A CENTERBOARD RACE WEEKEND, IN WHICH CASE THE LOW-POINT SCORING SYSTEM (1 POINT FOR FIRST PLACE, 2 POINTS FOR SECOND, ETC) WILL BE USED.

NOTE: THE CATEGORY "DNS" DOES NOT APPLY TO SERIES RACES. IT IS INCLUDED HERE FOR COMPLETENESS OF THE DEFINITIONS AS A REFERENCE IN REGARD TO REGATTAS.
B. A SKIPPERS SERIES SCORE WILL BE THE TOTAL POINTS EARNED IN THE SERIES FOR A MAXIMUM OF:

CRUISING DIVISION - FIVE RACES - WHEN A SKIPPER SERVES ON A RACE COMMITTEE FOR A CRUISING DIVISION RACE AND OTHERWISE WOULD NOT HAVE SCORES FOR FIVE RACES, HE SHALL BE CREDITED WITH A SCORE FOR THAT RACE AS IF HE HAD ACTUALLY RACED. THE SCORE SHALL BE THE AVERAGE NUMBER OF POINTS EARNED FOR THE BEST FOUR RACES HE DID RACE.

CENTERBOARD DIVISION- TWO-THIRDS OF THE SERIES RACES COMPLETED - ROUNDED TO THE NEAREST WHOLE NUMBER. FOR A RACE WEEKEND, ALL RACES WILL BE COUNTED UP TO A MAXIMUM OF FIVE.

IF A SKIPPER HAS POINTS IN MORE THAN THE MAXIMUM NUMBER OF RACES, THE RACES IN WHICH THE FEWEST POINTS WERE EARNED WILL BE DROPPED.
C. THE SKIPPERS WITH THE HIGHEST POINT TOTALS IN EACH SECTION, ONE DESIGN CLASS AND HANDICAP FLEET WILL BE DECLARED THE WINNERS. A SKIPPER MUST HAVE STARTED AT LEAST TWO RACES OF THE SERIES TO BE ELIGIBLE FOR A TROPHY.
D. TIES WILL BE BROKEN IN FAVOR OF THE SKIPPER WHO HAS BEATEN HIS COMPETITOR IN THE MOST RACES IN WHICH BOTH PARTICIPATED. FAILING THAT, TIES WILL BE BROKEN IN FAVOR OF THE SKIPPER WITH THE HIGHEST NUMBER OF FIRSTS, THEN SECONDS, THIRDS, ETC. UNTIL THE TIE IS BROKEN. ALL ELSE FAILING, THE WINNER WILL BE DECIDED BY THE WINNER OF THE LAST RACE IN WHICH BOTH PARTICIPATED.
11. TROPHY QUALIFICATION
A. TROPHIES WILL BE AWARDED IN EACH CRUISING DIVISION, EACH QUALIFYING ONE DESIGN CLASS AND THE HANDICAP FLEET FOR EACH OF THE SCHEDULED SERIES. FOR A CENTERBOARD DIVISION SERIES TO BE VALID, AT LEAST THREE RACES MUST BE STARTED.
B. THE NUMBER OF TROPHIES TO BE AWARDED IN EACH GROUP WILL BE BASED ON THE AVERAGE NUMBER OF STARTERS PER RACE FOR THE GROUP IN ACCORDANCE WITH TABLE 2.

C. CREW TROPHIES WILL BE AWARDED TO EACH CREW MEMBER (3 MAXIMUM) FOR THE FIRST THREE PLACES QUALIFYING FOR TROPHIES IN EACH GROUP.
D. A SKIPPER WHO QUALIFIES IN A SERIES FOR BOTH ONE DESIGN CLASS AND HANDICAP FLEET TROPHIES WILL RECEIVE BOTH TROPHIES.
12. CLUB CHAMPIONSHIP CENTERBOARD DIVISION
THERE WILL BE ONE CENTERBOARD CHAMPIONSHIP REGATTA WHICH SHALL BE OPEN TO ALL SKIPPERS WHO HAVE PARTICIPATED IN AT LEAST SIX(6) SERIES RACES DURING THE YEAR. THE PREVIOUS YEAR'S CHAMPION IS INVITED AS WELL. TIES WILL BE BROKEN BY THE METHOD OF SECTION 10.D.
13. CLUB CHAMPIONSHIP CRUISING DIVISION
THE THREE TOP SCORING SKIPPERS IN THE SPRING, SUMMER AND FALL SERIES, BASED ON THE ADJUSTED FINISHING TIMES, REGARDLESS OF WHETHER THEY RACED IN CLASS "A" OR CLASS "B", WILL BE ELIGIBLE TO COMPETE IN A THREE RACE SERIES FOR THE CLUB CHAMPIONSHIP. SHOULD A SKIPPER BECOME ELIGIBLE FOR THE CHAMPIONSHIP IN MORE THAN ONE SERIES, THEN THE CHAMPIONSHIP ELIGIBILITY OF THE LATER SERIES WILL DEFER TO THE NEXT PLACE SKIPPER.
14. REGATTAS
THESE INSTRUCTIONS APPLY TO REGULAR SEASON CLUB RACES AND NOT NECESSARILY TO SPECIAL EVENTS SUCH AS MEMORIAL DAY, INDEPENDENCE DAY, SCRUGGS CUP, COMMODORE'S CUP, INVITATIONAL REGATTAS, OR OTHER SPECIAL EVENTS FOR WHICH SKIPPER'S MEETINGS ARE IN ORDER. THE RACE COMMITTEE CHAIRMAN FOR SPECIAL EVENTS MAY DESIGNATE THESE INSTRUCTIONS BY REFERENCE.
